How OEC Works

Independent, tailored and built around your goals

Every OEC engagement begins with a conversation, not a proposal template. Time is taken to understand your organisation, your goals and the opportunities ahead before any course of action is recommended.

01

We start with a conversation

No obligation, no template. An honest discussion about what you need and whether OEC is the right fit for your organisation.

02

Scope is agreed upfront

Engagements are clearly scoped, with milestones and investment stages agreed before work begins. No surprises.

03

The view is always independent

OEC has no affiliation with regulators, inspection bodies or training providers. The only interest is your organisation's success.

04

Impact is measurable

Every engagement is focused on outcomes: a successful licensing decision, an improved inspection judgement, a stronger board.

Where the scale of a project calls for it, OEC draws on a trusted network of specialist associates, giving you the right expertise throughout, without the overhead of a large consultancy.

Why OEC

The independent voice, on every side of the table

Most education advice comes from one of two places: the regulator, or inside the organisation. OEC is deliberately neither. Investors, owners, boards and senior leadership teams gain an independent, evidence based view, the kind of honest assessment that is almost impossible to obtain from anyone with a stake in the outcome.

Independent by design

Not the regulator. Not in house. An unconflicted view, shaped by genuine experience of the decisions that matter most.

Senior experience, not junior advice

Real accountability for governance, quality and outcomes, carried at the most senior level in UAE education for more than 25 years.

Built for the UAE, GCC and Saudi Arabia

Current, deep knowledge of KHDA, SPEA, the UAE School Inspection Framework, the ECCE Framework, Loughat Al Daad, NEASC and BSO, and an intimate understanding of how this market actually works.

Children always at the centre

Every recommendation balances the ambitions of owners and investors with an unwavering focus on educational quality and outcomes for children.

About Janet

Counsel grounded in real accountability

More than 25 years at the heart of UAE education, not as an observer, but as a teacher, school leader, director, board member, chair of governance and trusted adviser to founding families and investors.

Based in Dubai since 1995, her work spans everything from licensing a new nursery to guiding an education group through major transformation. What stays consistent is the approach — calm, evidence based and deeply collaborative — and the conviction that exceptional educational organisations are built through strong leadership, effective governance and a relentless commitment to the children and families they serve.

"There is rarely a perfect answer in education. The best decisions are those that balance the needs of children, families, staff, leaders and owners, while remaining true to the values and purpose of the school."

Janet O'Keeffe

Her career began with Fortes Education, where over two decades a role grew from classroom to boardroom, shaping governance, quality and development across a portfolio of schools and nurseries as the only corporate executive outside the founding family.

From 2020, as Director and Board Member at Scholars International Group, she provided strategic oversight across three schools and a nursery, chairing governance and leading improvement across the group.

In early 2025, a board advisory role at BC Academy in Jumeirah supported governance structures, leadership recruitment and KHDA inspection preparation during a pivotal period of development.

Today, through O'Keeffe Education Consulting, she works with those who are building, growing or transforming educational organisations across the UAE, GCC and Saudi Arabia, bringing a perspective shaped by every seat at the table.

Bachelor of Education, Carysfort College, Ireland · BA (Hons) Early Childhood Education, Suffolk University, UK · NPQH, University College London · Specialist qualifications in leadership, counselling and quality standards in children's services.
